The Alaska Association of Chiefs of Police has named Kenai Police Chief David Ross the 2025 Police Chief of the Year.
Chief Ross has been with the Kenai Police Department since 2001. Before he was promoted to police chief in 2016, he was a patrol officer, investigator, sergeant and lieutenant. Serving the city of Kenai runs in the Ross family — when he was sworn in nine years ago, he followed in the footsteps of his father, Richard Ross, who ended his career as police chief over two decades ago.
According to a press release issued Tuesday from the City of Kenai, Ross is being recognized for his “exceptional leadership, service to the community, and commitment to public safety.” Under his leadership, the Kenai Police Department has built “meaningful relationships” throughout the community, including partnerships with local schools and the Kenaitze Indian Tribe. The police department has also expanded community engagement and youth outreach efforts under Ross’s leadership.
“Chief Ross exemplifies the highest standards of law enforcement leadership, community partnership, and public service,” Kenai Mayor Henry Knackstedt wrote in the press release. “I can think of no one more deserving of this recognition.”
Ross’s leadership has had statewide impact as well. According to the press release, he improved public safety standards and emergency communications through his service on the Kenai Peninsula Borough’s 911 Advisory Board and the Alaska Police Standards Council.
In Kenai, the police department has flourished under his leadership. According to the release, Ross has consistently recruited “high-quality” officers and promoted professional development. He’s also supported “major” City of Kenai initiatives on employee well-being and retention.
“Chief Ross’s service to Alaska, his agency, and the community of Kenai, combined with his remarkable leadership and accomplishments as a law enforcement administrator, make him an outstanding choice for this award,” City Manager Terry Eubank wrote in the press release.
