The following dismissals were recently handed down in Kenai District Court:

A charge of driving while license canceled, revoked or suspended against Katelund Michelle White, 24, of Soldotna, was dismissed. Date of the charge was Dec. 13, 2020.

A charge of driving while license canceled, revoked or suspended with a previous conviction against Matthew Dean Luke, 23, of Kenai, was dismissed. Date of the charge was Dec. 1, 2019.

The following judgments were recently handed down in Kenai District Court:

Gloria Jean Heitstuman, 71, of Kasilof, pleaded guilty to driving under the influence, committed July 21, 2020. She was sentenced to 90 days in jail or on electronic monitoring with 87 days suspended, fined $2,000 with $500 suspended, a $150 court surcharge, a $150 jail surcharge with $100 suspended and $330 cost of imprisonment, ordered to complete Alcohol Safety Action Program treatment, had her license revoked for 90 days, and placed on probation for 12 months.

Gary Willie Kilbuck, 50, of Platinum, pleaded guilty to an amended charge of second-degree harassment (offensive physical contact), committed Mar. 2. He was sentenced to 90 days in jail with all but time served suspended, fined a $100 court surcharge and a $150 jail surcharge with $100 suspended, ordered not to consume or possess alcohol during probationary period, and placed on probation for 24 months.

Patrick James Koivisto, 40, of Soldotna, pleaded guilty to driving under the influence, committed Oct. 3, 2020. He was sentenced to 90 days in jail with 87 days suspended, fined $2,000 with $500 suspended, a $150 court surcharge, a $150 jail surcharge with $100 suspended and $330 cost of imprisonment, ordered to complete Alcohol Safety Action Program treatment, had his license revoked for 90 days, ordered ignition interlock for six months, ordered not to possess, consume or buy alcohol for one year, and placed on probation for 12 months.

He was sentenced to 90 days in jail with 87 days suspended, fined $2,000 with $500 suspended, a $150 court surcharge, a $150 jail surcharge with $100 suspended and $330 cost of imprisonment, ordered to complete Alcohol Safety Action Program treatment, had his license revoked for 90 days, ordered ignition interlock for six months, ordered not to possess, consume or buy alcohol for one year, and placed on probation for 12 months. All other charges in this case were dismissed.

Kristina Mae McGee, 33, of Kenai, pleaded guilty to reckless endangerment, committed Apr. 14, 2020. She was fined a $100 court surcharge and a $150 jail surcharge with $100 suspended, forfeited all items seized, and was placed on probation for 12 months. All other charges in this case were dismissed.

David Thomas Obrien, 40, of Kenai, pleaded guilty to resisting arrest, committed Mar. 10. He was sentenced to 25 days in jail, fined a $100 court surcharge and a $150 jail surcharge with $100 suspended, and forfeited all items seized. All other charges in this case were dismissed.

Leona Silook, 43, of Kenai, pleaded guilty to driving under the influence, committed Dec. 12, 2019. She was sentenced to 150 days in jail with 130 days suspended, fined $4,000 with $1,000 suspended, a $150 court surcharge, a $150 jail surcharge with $100 suspended and $1,467 cost of imprisonment, ordered to complete Alcohol Safety Action Program treatment, had her license revoked for one year, ordered ignition interlock for 12 months, ordered not to possess, consume or buy alcohol for two years, and placed on probation for 24 months. All other charges in this case were dismissed.

John Mitchell Spiers, 35, of Seward, pleaded guilty to driving while license canceled, revoked or suspended, committed Mar. 27. He was sentenced to 60 days in jail and fined a $100 court surcharge and a $50 jail surcharge.

Nathaniel James Stangel, 28, of Kenai, pleaded guilty to driving under the influence, committed May 21. He was sentenced to 90 days in jail with 87 days suspended, fined $2,000 with $500 suspended, a $150 court surcharge, a $150 jail surcharge with $100 suspended and $330 cost of imprisonment, ordered to complete Alcohol Safety Action Program treatment, had his license revoked for 90 days, ordered ignition interlock for six months, and placed on probation for 12 months.

Katelund Michelle White, 24, of Soldotna, pleaded guilty to driving while license revoked, committed Feb. 5. She was fined a $100 court surcharge and a $150 jail surcharge with $100 suspended and placed on probation for 12 months. All other charges in this case were dismissed.

Seth James Winch, 21, of Kenai, pleaded guilty to sixth-degree misconduct involving a controlled substance, committed Feb. 18. Imposition of sentence was suspended and he was placed on probation for 12 months, fined a $100 court surcharge and a $50 jail surcharge, ordered not to consume or buy alcohol for 12 months, forfeited all items seized, and ordered not to have controlled substances, including marijuana, without a valid prescription, taken as prescribed, and maintained in their original containers, and ordered to obtain a substance abuse assessment and follow all recommendations.

He was sentenced to 90 days in jail with 87 days suspended, fined $2,000 with $500 suspended, a $150 court surcharge, a $150 jail surcharge with $100 suspended and $330 cost of imprisonment, ordered to complete Alcohol Safety Action Program treatment, had his license revoked for 90 days, ordered ignition interlock for six months, and placed on probation for 12 months.

Robert D. Nicklie, 50, of Anchorage, pleaded guilty to one count of violating conditions of release, committed Mar. 11. He was sentenced to time served, fined a $100 court surcharge and a $50 jail surcharge and forfeited all items seized but his cell phone, which may be returned to him. All other charges in this case were dismissed.

Shane Harlan Scott, 48, of Soldotna, pleaded guilty to one count of first-degree criminal trespass, one count of second-degree stalking, and one count of driving under the influence, committed Dec. 24, 2019. On the count of first-degree criminal trespass, he was sentenced to 360 days in jail with 350 days suspended, ordered to have no contact with victim except through counsel until unconditional discharge, ordered to complete Alcohol Safety Action Program treatment, forfeited all items seized, ordered to have no alcohol during probationary period, and placed on probation for 36 months. On the count of second-degree stalking, he was sentenced to 180 days in jail with 170 days suspended, , ordered to have no contact with victim except through counsel until unconditional discharge, ordered to complete Alcohol Safety Action Program treatment, forfeited all items seized, ordered to have no alcohol during probationary period, and placed on probation for 36 months. On the count of driving under the influence, he was sentenced to 150 days in jail or on electronic monitoring with 130 days suspended, has served 22 days on house arrest through Alaska Pretrial Services with no violations, was fined $4,000 with $1,000 suspended, a $150 court surcharge, a $150 jail surcharge with $100 suspended and $1,467 cost of imprisonment, ordered to complete Alcohol Safety Action Program treatment, had his license revoked for one year, ordered ignition interlock for 12 months, forfeited all items seized, ordered not to possess, consume or buy alcohol for three years, and placed on probation for 36 months. All other charges in this case were dismissed.

Brandon J. Cleveland, 33, of Soldotna, pleaded guilty to violating condition of release for a felony, committed Apr. 11. He was sentenced to five days in jail and fined a $100 court surcharge and a $50 jail surcharge. All other charges in this case were dismissed.

Patrick David Hamman, 31, of Kenai, pleaded guilty to driving under the influence, committed Dec. 2, 2020. He was sentenced to 150 days in jail with 130 days suspended, fined $4,000 with $1,000 suspended, a $150 court surcharge, a $150 jail surcharge with $100 suspended and $1,467 cost of imprisonment, ordered to complete Alcohol Safety Action Program treatment, had his license revoked for one year, ordered ignition interlock for 12 months, forfeited firearm seized, ordered not to possess, consume or buy alcohol for three years, and placed on probation for 36 months.

Travis Taric Hedlund, 43, of Soldotna, pleaded guilty to second-degree harassment (offensive physical contact), committed Dec. 3, 2019. He was sentenced to 90 days in jail with all but time served suspended, fined a $100 court surcharge and a $150 jail surcharge with $100 suspended, ordered to complete a batterers intervention program, and placed on probation for 24 months.

David Hollon, 29, of Sterling, pleaded guilty to an amended charge of reckless driving, committed July 27, 2020. He was sentenced to 45 days in jail with 42 days suspended, fined $1,000 with $500 suspended, a $100 court surcharge and a $150 jail surcharge with $100 suspended, ordered to complete Alcohol Safety Action Program treatment, had his license revoked for 30 days, and was placed on probation for 12 months. All other charges in this case were dismissed.

Shawn Ryan Lemes, 35, of Soldotna, pleaded guilty to fourth-degree assault (causing fear of injury), committed Nov. 26, 2020. He was sentenced to 180 days in jail with 170 days suspended, fined a $100 court surcharge and a $150 jail surcharge with $100 suspended, ordered to have no contact with victim, ordered to complete a substance/alcohol abuse assessment and follow all recommendations, forfeited all items seized, including the pistol, ordered to complete a batterers intervention program, and placed on probation for 24 months. All other charges in this case were dismissed.

Jordan Ross Meader, 34, of Kasilof, pleaded guilty to one count of driving while license canceled, suspended or revoked and one count of no motor vehicle liability insurance, committed Dec. 25, 2019. On count one, he was fined $500 and a $100 court surcharge, had his license revoked for 90 days, forfeited all items seized, and was placed on probation for one year. On count two, he was fined $500, forfeited all items seized, and was placed on probation for one year.

Jordan Meader, 34, of Kasilof, pleaded guilty to one count of reckless driving and one count of driving while license canceled, revoked or suspended, committed Feb. 28, 2020. On count one, he was fined $500 and a $100 court surcharge, had his license revoked for 30 days, forfeited all items seized, and was placed on probation for one year. On count two, he was fined $500, had his license reevoked for 90 days, forfeited all items seized, and was placed on probation for one year.

Brennen Juan Antonio Slats, 20, of Soldotna, pleaded guilty to sixth-degree misconduct involving a controlled substance, committed Apr. 17. He was fined $100 and a $100 court surcharge and forfeited all items seized.

Trefon, 19, of Kenai, pleaded guilty to one count of reckless driving and one count of an amended charge of sixth-degree misconduct involving a controlled substance, committed May 12, 2020. On count one, she was fined a $100 court surcharge and a $150 jail surcharge with $100 suspended, ordered to complete a substance/alcohol abuse assessment with the Alcohol Safety Action Program and follow all recommendations, had her license revoked for 30 days, ordered not to possess controlled substances, including marijuana, without a valid prescription, taken as prescribed, and kept in original containers, and was placed on probation for 12 months. On count two, she was ordered not to possess controlled substances, including marijuana, without a valid prescription, taken as prescribed, and kept in original containers, and was placed on probation for 12 months.

Natasha Monique Aragon, 29, of Soldotna, pleaded guilty to fifth-degree misconduct involving a controlled substance, committed May 24, 2020. She was sentenced to 270 days in jail with 240 days suspended, fined a $100 court surcharge and a $150 jail surcharge with $100 suspended, ordered to have no contact with Kenai Walmart or a specifically named person, ordered to complete a substance/alcohol abuse assessment and follow all recommendations, forfeited all items seized except the vehicle, and was placed on probation for 36 months. All other charges in this case were dismissed.

Natasha M. Aragon, 29, of Soldotna, pleaded guilty to one count of second-degree criminal trespass (upon premises) and one count of violating conditions of release for a misdemeanor, committed Nov. 20, 2020. On count one, she was fined $250, a $100 court surcharge and a $150 jail surcharge with $100 suspended, ordered to have no contact with Kenai Walmart of a specifically named person, and placed on probation for 36 months. On count two, she was ordered to have no contact with Kenai Walmart or a specifically named person and placed on probation for 36 months.

Cameron Ketah, 22, of Kenai, pleaded guilty to violating conditions of release, committed May 20, 2019. He was sentenced to time served and fined a $100 court surcharge and a $50 jail surcharge.

He was sentenced to 360 days in jail with 300 days suspended, fined $5,000 with $1,000 suspended, a $150 court surcharge, a $150 jail surcharge with $100 suspended and $2,000 cost of imprisonment, ordered to complete Alcohol Safety Action Program treatment, had his license revoked for three years, ordered ignition interlock for 18 months, ordered not to possess, consume or buy alcohol for five years, and placed on probation for 60 months. All other charges in this case were dismissed.

David Shevchuk, 23, of Wasilla, pleaded guilty to an amended charge of violating conditions of release, committed Apr. 9. He was sentenced to 24 hours in jail, fined a $100 court surcharge and a $50 jail surcharge, and forfeited interest in the firearms seized by law enforcement. All other charges in this case were dismissed.

Teri Denise Sweigart, 36, of Kasilof, pleaded guilty to driving while license revoked, committed May 14. She was fined a $100 court surcharge and placed on probation for 12 months. All other charges in this case were dismissed.

Axcenia Marie Waterbury, 21, address unknown, pleaded guilty to felony driving under the influence, committed Jan. 29, 2019. She was sentenced to 24 months in prison with 20 months suspended, fined $10,000, a $200 court surcharge and a $200 jail surcharge with $100 suspended, ordered to pay $500 cost of appointed counsel, had her license permanently revoked, subject to conditional restoration, forfeited interest in the vehicle used, ordered ignition interlock for 60 months, ordered, among other conditions of probation, not to use, possess or consume any alcoholic beverages or illegal controlled substances, including synthetic drugs and marijuana, not to reside where alcoholic beverages or illegal controlled substances, including marijuana and synthetic drugs, are present, to complete a substance abuse evaluation and comply with treatment recommendations, and was placed on probation for three years after serving any term of incarceration imposed.

Raymond Weigle, 60, address unknown, pleaded guilty to one count of attempted second-degree misconduct involving a controlled substance, committed Aug. 1, 2019. He was sentenced to three years in prison with two years suspended, credited for time already served, fined a $200 court surcharge and a $200 jail surcharge with $100 suspended, ordered to pay $100 cost of appointed counsel, forfeited all items seized, ordered, among other conditions of probation, not to use, handle, possess, purchase, give or administer any controlled substance, including marijuana, without a valid prescription, ordered not to associate with people who use or sell illegal controlled substances nor enter or remain in places where illegal controlled substances are used, manufactured, grown or sold, ordered to undergo a drug/alcohol assessment and follow all recommendations, and was placed on probation for three years after serving any term of incarceration imposed. All other charges in this case were dismissed.

Jordan Ross Meader, 34, of Kasilof, pleaded guilty to one felony count of third-degree criminal mischief, one misdemeanor count of driving under the influence, and one misdemeanor count of driving while license canceled, revoked or suspended for a criminal offense, committed June 6, 2020. On count one, imposition of sentence was suspended and he was placed on probation for four years, fined a $200 court surcharge and a $200 jail surcharge with $100 suspended, ordered to pay $50 cost of appointed counsel, forfeited items seized, had his license revoked for 30 days, and ordered, among other conditions of probation, not to use or possess any alcoholic beverages or illegal controlled substances, including marijuana and synthetic drugs, not to enter any business establishment whose primary business is the sale of alcohol, not to reside where alcohol is present, ordered to complete a substance abuse evaluation and comply with treatment recommendations, and not to associate with people who use or sell illegal controlled substances nor enter or remain in places where illegal controlled substances are used, manufactured, grown or sold. On count two, he was sentenced to 90 days in jail with 87 days suspended, fined $2,000 with $500 suspended and $330 cost of imprisonment, ordered to complete Alcohol Safety Action Program treatment, had his license revoked for 90 days, forfeited all items seized, and was placed on probation for one year. On count three, he was sentenced to 10 days in jail with 10 days suspended, fined $500, had his license revoked for 90 days, forfeited all items seized, and placed on probation for one year. All other charges in this case were dismissed.

On the Kenai Peninsula, a dormant liquefied natural gas export plant could be repurposed to receive cargoes of imported LNG under a plan being studied by Harvest, an affiliate of oil and gas company Hilcorp. The fuel would be transferred from ships to the tanks on the left, still in liquid form, before being converted back into gas and sent into a pipeline.
Utilities say Alaska needs an LNG import terminal. Consumers could end up paying for two.
