Members of the Key Coalition, an advocacy group for state healthcare waiver applicants, hold their annual rally beside the Sterling Highway on Friday, Feb. 19 near Soldotna Creek Park. The group has rallied yearly since 1988 to draw attention to those waiting for state waivers that would give them Medicaid-funded care outside of an institution, allowing the severely disabled to remain in their homes and communities.
