Public safety briefs for May 10, 2020

Information for this report was taken from publicly available law enforcement records and contains arrest and citation information. Anyone included in this report is presumed innocent.

On May 2 at 11:35 a.m., Alaska State Troopers stopped an SUV for speeding near Mile 74 of the Sterling Highway. Investigation revealed that Deven Davis, 26, of Kenai, was driving with a revoked license. Davis was issued a misdemeanor citation and released. The passenger in the vehicle, Nick Sacaloff, 35, of Nikiski, was arrested on a no bail warrant for his arrest for failure to remand and was taken to Wildwood Pretrial Facility without bail.

On Apr. 15, Alaska Wildlife Troopers, Anchor Point Post, was informed that Richard Pitta, 30, of Homer, had not reported his DM772 hunt from regulatory year 2019 hunting season. Pitta was issued a citation on May 3 for failure to submit drawing permit hunt report. This citation carries a $120 fine in the Homer Courts.

On May 3 at 7:11 p.m., Seward and Soldotna Alaska State Troopers, along with Soldotna Alaska Wildlife Troopers, responded to a multiple-vehicle collision at Mile 45 of the Seward Highway. Investigation found that a 2002 BMW sedan was northbound when it crossed over the centerline and struck a tandem axle trailer carrying a 6 wheeler, being towed by a 1994 Suburban. The BMW then skidded into the path of a 2014 Ford Class C motorhome that was towing an approximately 21-foot Alumaweld boat. The BMW and Ford motorhome collided at a front angle impact, causing the boat to break loose from the trailer and become lodged inside the back of the motorhome. The driver of the BMW was identified as Arleigh Bacarella, 34, of Nikiski, and was pronounced deceased at the scene. The drivers of the Suburban and Ford motorhome received minor injuries. Investigation in to the cause of the crash is ongoing.

On Apr. 26, Alaska State Troopers received a report of a disturbance in the Homer area. Investigation revealed that Matthew Dickerson, 54, of Homer, had committed the crime of third-degree assault domestic violence. He was charged and taken to the Homer Jail.

On Apr. 24, Alaska State Troopers received a report that Erin Kim, 23, of Anchorage, had violated a long-term protective order. After investigation confirmed that had happened, she was charged with violating a protective order.

On May 3 at 11:57 a.m., Alaska Wildlife Troopers were patrolling the Kenai River Hooligan Fishery and contacted Brian Shae, 41, of Wasilla. Investigation revealed that Brian Shae unlawfully fished without a valid 2020 Sport Fish License in his possession. Shae was issued a correctible citation for fishing without a valid sport fish license in his possession.

On May 3, Alaska Wildlife Troopers cited Joseph O’Brien, 53, and Darrell Thibodeaux, 61, both of Tomball, Texas, for fishing without a license. Bail was set at $220 for each citation in the Kenai District Court.

On May 3, Eric Deakin, 50 of Anchorage, was cited by Seward Wildlife Troopers for not having a fishing license in possession when he was contacted fishing in Resurrection Bay. Deakin was given a correctable citation in the Seward Court.

On May 2, Ryan Barnett, 50, of Anchorage, was cited by Seward Wildlife Troopers for not properly labeling his buoy while personal use shrimping in Resurrection Bay. Bail was set at $120 in the Seward Court.

On May 3 at about 1:00 a.m., Kenai police conducted a routine traffic stop on a vehicle on Channel Way and contacted the driver, Zachary G. Kooly, 28, of Kenai. After investigation, Kooly was arrested for driving under the influence and breath test refusal and was taken to Wildwood Pretrial Facility.

On May 3 at about 1:30 p.m., after receiving the report of possible drug activity in the parking lot, Kenai police responded to a business near Mile 10 of the Kenai Spur Highway and contacted Zachary G. Kooly, 28, of Kenai. After investigation, Kooly was arrested for fourth-degree misconduct involving a controlled substance and violating conditions of release and was taken to Wildwood Pretrial.

On May 3 at about 8:00 p.m., Kenai police received and responded to the report of a ongoing disturbance in the Inlet Woods subdivision and contacted Eddie G. Cruz, 27, of Kenai. After investigation, Cruz was issued a summons for fourth-degree assault.

On Apr. 30 at about 3:00 p.m., Kenai police received and responded to the report of a person trespassing at local business near Mile 10 of the Kenai Spur Highway and contacted Phillip Fabinski, 62, of Fairbanks. Fabinski was arrested for second-degree criminal trespass and violating conditions of release and was taken to Wildwood Pretrial.

On May 5 at 12:54 a.m., Alaska State Troopers responded to a reported suspicious vehicle on Commerce Street, outside of Soldotna. A maroon 1998 Ford pickup was contacted, and Shawn Westley Rogers, 47, was identified as the operator. Investigation revealed he had been driving the truck while impaired and under the influence of alcohol and that he had two prior driving under the influence convictions within the last 10 years. He was arrested for felony driving under the influence and two outstanding warrants in unrelated cases and was taken to Wildwood Pretrial Facility without bail, pending arraignment.

On May 4 at 11:36 p.m., Soldotna Alaska State Troopers responded to a report of a domestic disturbance involving a gun at a Soldotna residence. Investigation resulted in the arrest of Debra Krause, 60, of Soldotna, for third-degree assault (domestic violence), fourth-degree misconduct involving weapons, and violating conditions of release. Krause was taken to Wildwood Pretrial Facility without bail.

On May 3, a REDDI (Report Every Dangerous Driver Immediately) report was made to Soldotna Alaska State Troopers Dispatch. Troopers responded and located the vehicle near 69 Mile of the Sterling Highway. Investigation revealed that Rebecca Rathke, 36, of Anchorage, was driving a vehicle while under the influence of controlled substances and that her license was revoked for a prior felony driving under the influence conviction. Her vehicle was seized, and a search warrant was granted. A search of the vehicle produced a stolen firearm, drugs, and evidence of drug trafficking. Rathke was charged with felony driving under the influence, driving while license revoked, second-degree, third-degree and fourth-degree misconduct involving weapons, second-degree and fourth-degree misconduct involving controlled substances, and second-degree theft.

On May 4 at 10:25 a.m., Alaska State Troopers responded to a burglary in progress at a property off Brown’s Lake Road in Soldotna. Investigation revealed that a male suspect had broken into and entered a shed on the property. The male left the area on foot. On May 4 at 3:06 p.m., Alaska State Troopers received a report of a stolen splitting maul from a residence off Olympic Avenue in Kasilof. Anyone with information concerning this case is asked to contact Alaska State Troopers in Soldotna at 262-4453.

On Apr. 28, Alaska State Troopers responded to a report of a theft at the Crooked Creek Campground in Kasilof. Investigation revealed that the suspect(s) broke the window out of the caller’s vehicle, stole her wallet, and used two of her credit cards at Soldotna businesses. Anyone with information about this case is urged to contact the Alaska State Troopers in Soldotna at 262-4453 or the Crime Stoppers tip line.

On Apr. 27 at 10:51 a.m., the Alaska State Troopers received a call of a domestic disturbance in the area of Ninilchik. Investigation resulted in a 14-year-old male being charged with one count of fourth-degree assault (domestic violence) and one count of disorderly conduct. Charges were filed with the Division of Juvenile Justice.

On Apr. 13 at 7:27 p.m., Alaska State Troopers (AST) received a call regarding gunshots being heard from a neighbor’s yard. AST responded and was able to identify the individual who fired the gun. Investigation resulted in the arrest of Vanessa Gordon, 42, of Anchor Point, for one count of third-degree assault, one count of fourth-degree misconduct involving weapons, and one count of disorderly conduct. Gordon was taken to the Homer Jail.

On Feb. 10 at 10:38 a.m., Alaska State Troopers received a call about a female trespassing on the caller’s land. When the caller had asked the female what was she doing, the female replied that she selling Girl Scout cookies. Troopers responded, and investigation revealed a door handle had been damaged on another residence, but same property as the initial caller’s. The investigation resulted in Chantal Loughlin, 54, of Anchor Point, being charged with one count of first-degree criminal trespass and one count of fifth-degree criminal mischief. A summons was requested.

On May 6 at 2:15 a.m., Soldotna Alaska State Troopers responded to a residence off of Carver Road in Kenai for a report of a disturbance. Investigation revealed that Elizabeth Miller, 27, of Kenai, was in possession of a controlled substance and creating the disturbance. Miller was arrested for fourth-degree misconduct involving a controlled substance and taken to Wildwood Pretrial Facility.

On May 5 at 11:56 p.m., Alaska State Troopers responded to a reported disturbance in Nikiski. Investigation revealed that Glenn Duane Rodman, 38, of Nikiski, had tampered with the vehicle of a household member by pouring cat litter into the fuel tank. He was arrested for fourth-degree criminal mischief, domestic violence. Further investigation revealed that Isaac Michael Rodman, 19, of Nikiski, had also damaged property of the same household member and also put them in fear of imminent physical injury. He was arrested for fifth-degree criminal mischief and fourth-degree assault, both domestic violence charges. Both Glenn and Isaac were taken to Wildwood Pretrial and held without bail, pending arraignment.

On May 6 at 4:08 p.m., Alaska State Troopers received a 911 report of a disturbance in Kasilof. After troopers arrived on scene, investigation revealed that Adrian Rogers, 38, of Kasilof, was harassing a neighbor and had also caused about $2,000 to 3,000 in damage to a jointly-owned runway. The damage he caused made the runway unusable to the owners. Rogers was arrested for third-degree criminal mischief and second-degree harassment.

On May 6 at 4:43 p.m., Anchor Point Alaska State Troopers contacted Lili Duncan, 54, of Anchorage, on a traffic stop for a moving violation near Mile 171 of the Sterling Highway. Investigation revealed that Duncan was driving under the influence of alcohol. She was arrested and taken to the Homer Jail.

On May 7 at 2:01 p.m., Alaska State Troopers conducted a traffic stop at Mile 67 of the Sterling Highway. Investigation revealed that River Aspelund, 18, of Kenai, was operating a motor vehicle while under the influence of controlled substances. During an execution of a search warrant at Central Peninsula Hospital, Aspelund became angry and claimed he had COVID-19. A new charge of second-degree terroristic threatening was added after Aspelund confirmed he did not have COVID-19 and had not been exposed to anyone with COVID-19.
