On July 31 at about 2:10 a.m., Alaska State Troopers conducted a vehicle stop for a traffic violation. Investigation revealed the driver Amber Hansen, 42, of Kenai, had provided a false name to law enforcement, because she had a warrant. Hansen was arrested for providing false information and taken to Wildwood Pretrial Facility.

On July 30, Tok Wildlife Troopers cited Maurice Enow, 46, of Anchorage, for fishing in a personal use fishery without the required permit. Bail was set at $220 In Kenai District Court.

On July 30, Tok Wildlife Troopers cited Peter Igwacho, 60, of Anchorage, for fishing in a personal use fishery without the required permit. Bail was set at $220 In Kenai District Court.

On July 30, Tok Wildlife Troopers cited Sean Head, 31, of Wasilla, for failing to record fish caught during a personal use fishery. Bail was set at $120 In Kenai District Court.

On July 30, Tok Wildlife Troopers cited Kyranica Onofia, 28, of Anchorage, for failing to record fish caught during a personal use fishery. Bail was set at $120 In Kenai District Court.

On July 30, Alaska Wildlife Troopers contacted Jecel G. Doss, 33, of Nikiski, after she was done harvesting salmon on the Kenai River. After investigation, she was issued a citation for failure to record her catch on her 2021 Upper Cook Inlet Personal Use Salmon Permit. Bail was set at $120.

On July 30, Alaska Wildlife Troopers contacted Atina Pou, 31, of Anchorage, after he was done harvesting salmon on the Kenai River. After investigation, he was issued a citation for failure to record his catch on his 2021 Upper Cook Inlet Personal Use Salmon Permit. Bail was set at $120.

On July 30, Alaska Wildlife Troopers contacted Salote R. Lee, 45, of Kenai, after she was done harvesting salmon on the Kenai River. After investigation, she was issued a citation for failure to record her catch on her 2021 Upper Cook Inlet Personal Use Salmon Permit. Bail was set at $120.

On July 31, Alaska Wildlife Troopers contacted James L. Holleyman, 61, of Kenai, after he was done harvesting salmon on the Kenai River. After investigation, he was issued a citation for failure to record his catch on his 2021 Upper Cook Inlet Personal Use Salmon Permit. Bail was set at $120.

On July 31, Alaska Wildlife Troopers contacted Jeremy C. Bichler, 40, of Kenai, while he was harvesting salmon via dip net on the Kenai River. After investigation, he was issued a citation for not having a valid 2021 Upper Cook Inlet Personal Use Salmon Permit. Bail was set at $220.

On Aug. 1 at about 12:20 a.m., Alaska State Troopers conduct a traffic stop for moving violation in Soldotna. After investigation revealed that driver Brandi Moore, 48, of Georgia, was impaired by alcoholic beverages, she was arrested for driving under the influence and taken to Wildwood Pretrial Facility.

On July 31 at 2:26 a.m., Alaska State Troopers conducted a traffic stop for moving violations in Soldotna. After investigation revealed that driver William Nelson, 71, of Soldotna, was impaired by alcohol and in possession of a controlled substance, he was arrested for driving under the influence and fifth degree misconduct involving a controlled substance and taken to Wildwood Pretrial.

On Aug. 1 at 1:24 a.m., Alaska State Troopers conducted a traffic stop for a moving violation. After investigation revealed the driver, Marcellus Tatum, 45, of Anchorage, had a canceled license with a prior conviction, he was issued a misdemeanor citation for driving while license canceled and released.

On Aug. 1 at 4:25 a.m., Alaska State Troopers conducted traffic stop for a moving violation and contacted Rebecca Graves, 39, of Soldotna. When investigation revealed she was operating the motor vehicle while under the influence of a controlled substance, Graves was arrested for driving under the influence and taken to Wildwood Pretrial Facility.

On July 31, Tok Wildlife Troopers cited Daniel Dutton, 37, of Wasilla, for failing to record fish caught during a personal use fishery. Bail was set at $120 in Kenai District Court.

On July 31, Tok Wildlife Troopers cited Ngon Nguyen, 60, of Anchorage, for failing to record fish caught during a personal use fishery. Bail was set at $120 in Kenai District Court.

On July 31, Tok Wildlife Troopers cited Andrew White, 45, of Anchorage, for failing to record fish caught during a personal use fishery. Bail was set at $120 in Kenai District Court.

On July 31, Tok Wildlife Troopers cited Constante Ganado, 62, of Anchorage, for failing to record fish caught during a personal use fishery. Bail was set at $120 in Kenai District Court.

On Aug. 1, Alaska Wildlife Troopers contacted David Lewis, 49, of Wasilla, on the Kenai North Beach. Lewis had been observed personal use fishing with a dipnet after the season closed on July 31 at 11:00 p.m. Lewis was issued a citation for the violation, with bail set at $320 in Kenai District Court. Lewis was also in possession of 14 salmon, which were seized and given to charity.

On Aug. 1 at 1:48 p.m., Soldotna Alaska State Troopers attempted to conduct a traffic stop on a white 2007 Chevrolet Colorado on Bridge Access Road near Beaver Loop Road, because the driver and sole occupant, Aaron F. Sterling, 32, of Kenai, had a $1,000 bench warrant for violating probation. Sterling failed to stop immediately and continued driving for four miles before stopping. Sterling was arrested for second-degree failure to stop at the direction of a peace officer and on his outstanding warrant and was taken to Wildwood Pretrial Facility.

On Aug. 2 at 2:22 a.m., the Soldotna Alaska State Troopers K-9 Team conducted a traffic stop on a black 2008 Jeep for traveling above the posted speed limit. After investigation revealed that Zachary Thomas Holman, 29, of Kasilof, was driving under the influence, he was arrested and taken to the trooper post for Datamaster processing, then taken to Wildwood Pretrial on the charge of driving under the influence, and released on his own recognizance, once he was sober.

On July 29 at about 11:00 p.m., Alaska Wildlife Trooper Laura Reid was patrolling the North Beach during Kenai River Dipnet Fishery. Trooper Reid was making contact with dipnetters, warning them of the imminent closure for the evening when she noticed a 12-year-old child being swept down the Kenai River toward the open ocean. Trooper Reid ran into the frigid Kenai River to save the child, who was barely above the water. Once Trooper Reid made it to the child, she began to float down the river as well. A Good Samaritan, Antoine Aridou, took notice and used his dipnet to assist Trooper Reid and the child to safety. The child was evaluated by medics and then reunited with his parents. The Alaska Wildlife Troopers thank Mr. Aridou for his swift action and assistance.

On July 31 at about 1:40 a.m., Kenai police received a request for a welfare check to be performed on the occupants of a residence off Florida Avenue. After investigation, Elizabeth C. Oskolkoff, 46, of Kenai, was arrested for domestic violence related fifth-degree criminal mischief fourth-degree assault and taken to Wildwood Pretrial Facility.

On July 31 at 3:14 a.m., Kenai police responded to a campground off Bridge Access Road to the report of a female being disorderly. After investigation, Shayna D. Patkotak, 29, of Anchorage, was issued a summons for fourth-degree assault.

On July 30 at 7:38 p.m., a Kenai police officer came in contact with a subject in the area of Wildwood Drive who was violating his conditions of release. After investigation, Rex R. Rask, 33, of Kenai, was arrested for violating conditions of release and taken to Wildwood Pretrial.

On Aug. 2 at 2:15 p.m., Alaska State Troopers responded to Funny River Road for a report of a suspicious van potentially “casing” job sites. The van was located near Mile 11 of Funny River Road in Soldotna, where contact was made with the driver, Kenneth Carl Ibsen, 57, of Soldotna. After investigation revealed Ibsen had a suspended license with previous convictions, he was issued a misdemeanor court citation for driving while license suspended and released.

On Aug. 1 at 8:51 p.m., Soldotna police responded to a gravel lot on South Birch Street for a report of a man beating a woman. Investigation led to Tobey Waggoner, 43, of Mesa, Arizona, being arrested for fourth-degree assault and taken to Wildwood Pretrial Facility without bail.

On July 26 at 11:33 a.m., Soldotna police stopped a vehicle on Kalifornsky Beach Road at Centennial Park Road. Jeremiah Mead, 41, of Soldotna, was issued criminal citations for misuse of license plates and for not having vehicle liability insurance and released. The vehicle was impounded.

On July 26 at 6:25 p.m., Soldotna police responded to Centennial Campground for a disturbance. John Pharr, 36, of Anchorage, was arrested for fourth-degree assault and taken to Wildwood Pretrial.

On July 25 at 3:34 p.m., Soldotna police responded to Fred Meyer store for a shoplifter. Joseph Nations, 33, of Kenai, was issued a criminal citation for third-degree theft and released.

On July 25 at 11:22 p.m., Soldotna police stopped to check on a vehicle parked on Centennial Park Road with its hazard lights flashing. Investigation led to Michael S. Jordan, 41, of Bellevue, Washington, being arrested for driving under the influence of alcohol and taken to Wildwood Pretrial.

On July 24 at about 12:10 p.m., Soldotna police stopped a vehicle on College Loop Road. Steven Reed, 36, of Soldotna, was issued criminal citation for driving while license suspended and released.

On July 21 at 8:56 a.m., Soldotna police contacted Brad Johnson, 63, of North Pole, near the Sterling Highway and Lover’s Lane intersection after a REDDI (Report Every Dangerous Driver Immediately) complaint was received. Investigation led to Johnson being arrested for felony driving under the influence of alcohol, driving while license revoked, and violating his court-ordered conditions of release. Johnson also had an outstanding warrant for failure to appear for arraignment on an original charge of felony driving under the influence and violating conditions of release. He was taken to Wildwood Pretrial and held without bail.

On Aug. 3 at 6:54 a.m., Alaska State Troopers responded to the area of South Jawle Street in Soldotna for a report of a male trespassing at a residence. The male was located riding a child’s BMX bike on the Sterling Highway while holding a hammer. Investigation revealed that Jesse Lee Doetsch, 36, of Soldotna, had just stolen the bike and the hammer. He was also on conditions of release for a prior case. Doetsch was arrested and taken to Wildwood Pretrial Facility without bail on charges of fourth-degree theft and violating conditions of release.

On July 24 at about 5:00 p.m., Alaska Wildlife Troopers conducted a boat patrol on the Kenai River near Big Eddy Recreation Site. Investigation revealed that Karen Masula, 67, of California, was contacted fishing on the Kenai River. Investigation revealed Masula had caught a sockeye salmon in the gill plate and failed to release the snagged fish immediately. The fish was seized as evidence and given to a charity. A bailable citation was filed with the Kenai Court for $120.

On July 21 at about 12:50 p.m., Alaska Wildlife Troopers received a report about a person who was snagging sockeye salmon at the Big Eddy Recreation Site on the Kenai River. Investigation revealed that William Clover, 42, of Anchorage, retained and failed to immediately release a snagged sockeye salmon on the Kenai River. A bailable citation was filed with the Kenai Court for $140.

On July 21 at 2:29 p.m., Alaska Wildlife Troopers contacted KG sportfishing on the Kenai River at Moose Meadows. Investigation revealed KG snagged a sockeye salmon and failed to release the sockeye salmon immediately. A bailable citation was filed with the Kenai Court for $120.

On July 19 at about 1:20 p.m., Alaska Wildlife Troopers were patrolling the Kenai personal use dipnetting fishery and contacted Travis Oaks, 43, of Eagle River. Investigation revealed that Oaks failed to register his motorized boat. A $70 bailable citation was filed with Kenai Court.

On July 19 at 2:08 p.m., Alaska Wildlife Trooper received a report from the public about a person who had caught four sockeye fish on the Kenai River. Investigation revealed that Theodore Turgeon, 24, of Wasilla, caught four sockeye salmon when the limit was three. A bailable citation for overlimit was filed with the Kenai Court for $120.

On July 17 at 3:35 p.m., Alaska Wildlife Troopers were patrolling the Kenai personal use dipnetting fishery and made contact with James Burger, 61, of Anchorage. Investigation revealed that Burger unlawfully concealed the fish and left the dipnetting fishery without properly logging his fish on his 2020 personal use permit. A $120 bailable citation was filed with Kenai Court.

On July 4 at 12:04 p.m., Alaska Wildlife Troopers were patrolling the north Kasilof personal use dipnetting fishery. Oleksandr Tereshchenko, 45, of Anchorage, was leaving the Upper Cook Inlet Kasilof personal use fishery. Investigation revealed that Tereshchenko unlawfully concealed the fish and left the dipnetting fishery without properly logging his fish on his 2020 personal permit. A $120 bailable citation was filed with Kenai Court.

On Aug. 4 at 5:06 p.m., Alaska State Troopers in Soldotna were notified of a motorcycle versus vehicle collision near Mile 18 of the Kenai Spur Highway in Nikiski. Troopers, local fire department and Emergency Medical Services, and a Life Flight helicopter responded to the scene. A preliminary investigation revealed that a Nissan SUV turned in front of a motorcycle that was traveling on the Kenai Spur Highway. The motorcycle collided with the SUV. The motorcycle driver was medevaced from the scene via helicopter; however, he succumbed to his injuries a short time later. The deceased is identified as Martin Marlin, 40, of Nikiski. The driver and sole occupant of the Nissan SUV was taken to a Kenai Peninsula area hospital with minor injuries. Next of kin has been notified, and the investigation is ongoing. No criminal charges or citations have been issued at this time.
