The Kenai Peninsula Borough has begun opening its facilities to the public as part of phase one of the borough’s approach to reopening responsibly. The changes to borough services as part of phase one are detailed below.
The borough will continue to provide general services with online payment options at this time. People are strongly encouraged to schedule appointments when possible.
Visitors to all borough facilities are asked to follow the safety directions posted throughout the building. A cloth face covering or face mask as well as social distancing is recommended.
The borough has asked that people maintain good hygiene practices including hand-washing and covering their mouths when coughing or sneezing.
The Central Peninsula Landfill and transfer sites are now open on Sundays until October 1 during regular hours of operation.
The offices of Dispatch, Emergency Management and all Fire/EMS facilities remain closed to the public.
For continued government business and general delivery of payments or department-specific documents, residents are asked to continue using the drop box located by the main doors of the Borough Administrative Building in Soldotna. Documents can also be mailed to the following address:

Borough assembly meetings will continue to be conducted on the telecommunications platform Zoom rather than in person. Meetings and legislation can be found at kpb.legistar.com/calendar.aspx.
Meetings can be streamed live on the borough’s website and are also watchable on demand after they conclude.
All legislation to be considered by the assembly is viewable online. A link is provided to provide public testimony on any item of interest.
Public records requests, KPB absentee ballot applications, voter registration and Alaska absentee ballot application forms are all available online at kpb.us/assembly-clerk.

Borough employees are continuing to perform appraisals in the Nikiski, Soldotna and Hope areas. They are easily identifiable by their fluorescent vests and signs on their vehicles and may be wearing rubber gloves and/or masks as precautionary measures. No interior canvass inspections will be taking place at this time.
Any property owner who wants to review file information can do so online or by calling the department. Staff and members of the public are asked to maintain a distance of 6 feet inside the building.

The borough asks that people continue to use online payment options for property taxes, special assessments, sales taxes and other miscellaneous payments. Information on making online payments can be found at kpb.us/finance-dept/about-finance.
All payments made with a credit card or e-check will be assessed a credit card fee by the processing bank.
As of May 28, the borough’s Planning Commission is still meeting via teleconference or video conference. All comments must be submitted in writing to email@example.com. Participation and testimony at planning meetings will occur by phone only until further notice. Human Resources Department

New hire orientations have been modified and will be conducted with a combination of online and in-person resources.
Masks will be available for anyone entering the building. Risk department, compensation and safety concerns will be addressed in-person with social distancing in mind.
North Peninsula Recreation Service Area
Starting June 1, recreation facilities in Nikiski will begin opening with some stipulations still in place.
The Nikiski Community Recreation Center is open Monday through Friday from 10 a.m. to 4 p.m. with the following restrictions, but reservations are required, and no walk-ins are permitted.
Full swing golf, spin bikes, hall walking, limited facility rentals and outdoor recreation classes and activities will be available.
The Nikiski Pool will be open Tuesday though Friday from 7 a.m. to 6 p.m.
Reservations will also be required for the pool. The public showers will be available Tuesday through Friday from 7 a.m. to 9 a.m. and from 4 p.m. to 6 p.m.
Lap swimming will be available from Tuesday through Friday from 9 a.m. to 4 p.m.
Deep water exercising will be available from 9 a.m. to 4 p.m. on Tuesdays and Thursdays and from 2 p.m. to 4 p.m. on Wednesdays and Fridays.
Alaska Aquatic Therapy will be available Wednesdays and Fridays from 8 a.m. to 1 p.m.
The fitness room at the Nikiski Pool will be open Tuesday through Friday from 7 a.m. to 6 p.m.
All parks and trails, including the playgrounds, skate park and disc golf course are open.
The public is strongly encouraged to wear a face mask or cloth covering when visiting these facilities, to use hand-washing and hand sanitizer and to practice social distancing.
Seward-Bear Creek Flood Service Area
Staff with the SBCFSA are available by phone or email from 9 a.m. to 3 p.m. Monday through Thursday. Call 907-224-3340 or email email@example.com during normal business hours.
Additionally, residents can visit the office by appointment from 10 a.m. to 2 p.m. Monday through Thursday. All visitors to Sea View Plaza must wash their hands and wear a face covering.
The SBCFSA Board is participating in regular meetings and work sessions via teleconference and video conference. Comments for these meetings must be emailed by 3 p.m. the day of the meeting. Meetings are held the first and third Monday of every month at 6 p.m.
