Former KCHS teacher charged with having sex with a student

A former Kenai Central High School teacher has been charged with having sex with an under-aged student.

The Kenai District Attorney's Office filed criminal charges on Friday against Rosemary Owens, a 34-year-old physical science teacher, who resigned from the school district after allegations against her surfaced in June. She currently lives in Idaho.

Owens is charged with two counts of sexual abuse of a minor in the second degree, one count of misconduct involving a controlled substance in the third degree and one count of furnishing alcohol to a minor.

The charging document filed against Owens accuses her of having an ongoing relationship with one student, identified in the court papers as Student A. Student A claims this relationship included sex, smoking marijuana at her home in Kenai and drinking beer together.

The charging document states the charges against Owens were based on an investigation by Kenai Police Investigator Jeff Whannell, who interviewed the alleged victim.

According to the transcript of Students A's interview from the charging document, sexual relations between them took place at a house where she was housesitting, as part of a birthday gift to Student A two days before his 18th birthday.

After giving the student four or five beers, Owens undressed Student A and engaged in sexual intercourse with him, according to charging documents.

Kenai Police also obtained a search warrant of Owens' home in Kenai, where Owens' cell phone was confiscated as evidence.

The charging document claims a text detail examination of Owens' cell phone revealed numerous text messages between her, students and former students.

According to the transcript of text messages from Owens in the charging document, between June 26 and June 27, 2009, Owens sent Student A messages that confirmed their sexual relationship, including "Like I don't do that w just anybody," and "Nu probably shldnt hang out w me bc im pretty sure im going to hell."
